Ok Lets Start~
Want to get those sparkles moving on your images? Here's a quick way to get that dazzling effect ^_^ All you need is Adobe Photoshop & Adobe Image Ready! this user have used ver. 0.7 and CS lower versions may or may not work depending on how outdated it is. Here's the before and after:

Step One: Open your image in Photoshop, then create a new layer.
Step Two: Using sparkly brushes, add sparkles randomly around the picture. Create a new layer and do the same, trying to make the sparkles in a different area. Do it a third, forth, fifth time....however more layers of sparkles you want. Example of the different sparkle layers:
Layer One:

Layer Three:

Step Three: Click on the 'transfer to Image Ready' button at the bottom of your tool bar. [ to get your toolbar Window > Tools]

Step Four: In Image ready select Window > Animationto get the animation tool box as pictured below. Create 3 layers of animation windows (one for each of the sparkle layers) by clicking on the yellow highlighted icon below.

Step Five: In the layers palette for your image (not the animation window), turn off all the sparkle layers (click on the eye) and for each new layer in your animation window, turn on one sparkle layer. In the second animation window, turn on another sparkle layer making sure each window only has one sparkle layer on at a time
Step Six: Finally, there's some text under the animation window that says '0 sec' (refer to red area on previous image above) click on that and change it to 0.1 secs or 0.2 secs or however long you want that frame to stay until it moves on to the next frame. Play around with different options on the animation tool box and see what you can come up with. - Try the 'fading option' or 'end the loop animation' - there's lots you can do! To view the animation before saving and uploading, click the small play arrow button in the animation window.
Step Seven: Once your done and satisfied with your animation go to File > Save Optimized As.. and save it as a .gif format. It's important to save it as optimized or else it won't show your animation. If you are having trouble saving it as .gif then you might have a different setting for Save for Web on Photoshop (try setting it back to .gif). You can only have a .gif animation and no other format will work
Here's your result:
