1. File -> Open -> Open an image. :]
Then look on the layers. ->
[img]http://i194.photobucket.com/albums/z16/Argenine/rightclick.jpg[/img]
2. Click the Layer from Bg outcome:: ->
[img]http://i194.photobucket.com/albums/z16/Argenine/layerfrombg.jpg[/img]
3. Click OK.

4. Click the Rectangular Marquee tool -> Press ctrl+A ->

5. Right Click on the photo and Click Fill -> Out come ->

6. Choose Color (i chose BLUE) -> then the Opacity to 50% ->

Out Come -> ::
[img]http://i194.photobucket.com/albums/z16/Argenine/bluueee.jpg[/img]
You can Choose whatever colors you like. :]
