for me it depends how u fill towards that person.. it is not the age that can tell if it is a puppy love or a true love the only thing that can tell is you.. coz ur da 1 who fills it and knows urself than other people.. by the way.. puppy love is also known as infatuation,, just an info.. the difference about the two is.. puppy love is you have a certain reason why you love that person.. and true love is loving a person without any reason.. and if it is true love u will know it.. i don't know how.. but i know u will feel it.... and by the way again.. lots' of people is confused about how they feel towards a person sumtimes u thought it is true love and yet it is not.. so make sure how u feel.. and enjoy the feeling and experience of knowing it..
