i found an alternative ways also in the net that will make your icon background transparent if the said method above does not work:
1.Control Panel > Display > Desktop > Customize Desktop > Web > Uncheck everything here > OK > Apply
2.You need to make sure that High Contrast is not selected under Accessibility \ Display Options in your Control Panel.
