Your referee example isn't logical. 
Let me give more sense and more logical example situation:
[b]Example Situation:[/b]
A Jakarta police is having vacation on Bandung. And when he taking a walk to Paris Van Java (One of the mall in Bandung), coincidentally there is a pilferage beside him. Will that police chase and catch the thief? Or that police just stay silent and let that pilferage because he isn't on his jurisdiction area?
Isn't that right after Shirow banned kiddy, his ban got removed and got banned again by me? (Just like the Jakarta's police above, after catch the thief and give the thief to Bandung's Police for further process)
Logically, he still deserved to get banned for what he has done.
