Do you have a DVD ROM?. If I remembered correctly... Adobe Photoshop or Adobe Creative Suites are commonly DVD Rom Required.
If you have a DVD ROM, don't mind the question above.
Anyway...
When you inserted the CD on your computer. Did the autorun showed. Because If it's an installer especially Adobe. It usually has a auto run Wizard guide.
Also, are you sure the CD is working. Right click on the Drive and check what size is the GB or MB. If it reads 0MB It means the CD you bought was a fake or defected one...
