Commonly, laptops or PC's don't have DVD ROM's. Usually they have PC CD ROM's for normal CD's like MP3 jukebox or just normal PC CD's. You'll need to buy a DVD ROM better yet Blue Ray and let technicians install the drive...
Most DVD files are .iso or image files.
