Study is not the most accurate term. A more accurate term is understanding or applying the rules. You can read something, and understanding it is something that comes naturally. Those who read it and yet do not understand it might have lack focus when they were reading it. Violators normally say that they haven't read the rules but we can't let that go over and over. If the violators can just read the rules beforehand they don't have to reason out with their perilous crap about bot reading the rules. Violators may have: a) Not read the rules b) Read the rules but didn't understand c) Known the rules but break them I personally have read the rules and follow them.
