i think it is autohided ..
here
[spoiler]#1: press the windows button in your keyboard (beside the first CTRL button).
#2: the start bar will open.
#3: right click, then click properties.
#4: go to the [b]taskbar[/b] tab.
#5: uncheck the [b]Auto-hide the taskbar[/b][/spoiler]
