The layouts aren't ignored.The topic stickies just helps us to find some layouts the easy way,kinda like,[b]compiling[/b] them so the other members wouldn't have a hard time finding the desired layout or layout author they want to search.The CSS Section only needs a little bit of a cleaning due to closed old threads in the last pages.Don't say that the most of the layouts are ignored.Because nobody forces members to notice the layouts someone's been posting.
