The purpose of !important is to override the previous stylesheet rules of a certain website disregarding the browser... 
The only conflict on IE and the other browsers, is the % value.
IE doesn't accept % on width= tag but accepts it as style="width:%" while Webkit and Mozilla accepts the width=% method. This also implies to the height and width regarding flash resizing on it's embed tag.
