For the signiture size suggestion the base size on the rules is kinda ok already it really depends on the user to vandal his/her profile with oversized signatures that adds a overflow scrollbar going horizontal on in. But to tell honestly atleast a minimal of 3 signatures only.
Also I suggest a rule:
Use the preview button before submitting any tips or information. make sure it's a detailed or atleast a almost detailed one.
