hahaha...man i miss high school... --- well yeah, that guy probably likes her, we guys tease girls just to get their attention, and it also depends on the age, of course if both are grown ups and the guy is teasing the girl, then that guys is an asshole, but if they're still young, then the guys immaturity is in the works, being young and doesn't know how to woo a girl is difficult, that's why we crave attention by teasing her...hope this helps...
