I honestly do not see anything [i]cool[/i] about typing like that. Err, not only is it annoying, but it's also freaking frustrating to try and understand what the hell they're saying.
Ugh. I doubt DepEd would be able to stop this mess. Kudos to them for trying, though. Lol.
