Try this...
Format the drive using boot cd.
Remove the drive on the motherboard, IDE/ATA and power cords.
Attach the formated drive on a working system.
Preform chkdsk with /f parameter on the drive if read by the new system. If the OS doesn't read the drive with the problem, it's probably a boot sector/bad sector error. Note: You'll have to do this multiple times.
After repeated chkdsk with /f parameter. Try partitioning through Disk Management through Manage, by clicking on My Computer and try partitioning.

Try formatting at least 2 to 3 partitions.
Remove the hard disk.
Install it on the previous motherboard.
Try installing the OS again.
Notes: Do you hear any sounds like ticks on your HDD? Also, is your Windows 7 CD properly burned and legit? :3
