I think you've been hit by a cmd restart virus. With this... you'll not be able to access your PC even on Safe Mode.
Three solutions... choose one, depending on what you want to learn.
Repair console.
Repair OS.
Reformat.
Alternative method... look for a bootable OS from flash drive like slaxs and fix the problem by streamline method (OS reformat without setup).
