Open Photoshop 7.0 (Any version)
Open Image
EX

Model From VCO
Go to Filter>Liquify
or simply pressing ctrl+shift x

Now choose either the warp tool or the pucker tool..
i choose the warp tool

Next set ur brush according to your image's eyes

Drag down until the image looks like this

Now Jump to Image Ready

Set your image to Optimize and duplicate the image

Hide First the layer with effect and then duplicate

Now Duplicate Image and now put the Image with Effect

Set it as .gif file and adjust the time delay by .5 sec for image without effect
and .1 sec for with effect
Save it as Optimize and host it on any image hosting site e.g "photobucket.com"
