Allowing the members to change usernames anytime they want will [b]never[/b] be allowed. Enabling that feature will cause us much headache especially if it is abused by members. 
Maybe admin will only consider only those who want to correct a typo error on their username, or maybe you want to add other (special) characters to your name, but still retaining your username (eg. xFoRsAkEnKiDx for me). But I think that happens rarely.
