[b]1. Go to file>new (800x600)
then select the text tool and write wat ever you want

2. filter>noise>add noise then set the same as the pic

3. Filter>stylize>cryst alize do the same as the pic

4. filter>blur>gausian blur do the same as the pic

5. filter>stylize>edges that will look like this

6. press ctrl+e to merge then ctrl+i to invert

7. image>rotate canvas>90* CW

8. Filter>stylize>wind like the pic

9. then go to image>rotate canvas>90* CCW
after that press ctrl+u a window will appear, set it according to the pic
