hmm..in my humble opinion, u don't need any program to make that layout..u can do that by merely using a ready made image and an acc. in ripway..
microsoft front page? why not? you can make overlays in that particular program, but u'll find it hard if you don't fully understand the instructions on how to use that software..

can u make it more clear? btw, i told you before, if you want to have a scroll bar in a particular [b]DIV[/b]
just put the bold part in your div:

and the stuff or script that you are going to put inside that particular DIV must have a greater value of width and height compare to the value inside your Div..

1st: u commit mistake at the last part of ur html ur script is outside the </html> tag
