For me, it'll be unnecessary.

for the layout contributors, why not include at the title or at the layout description if it has js codes or only css (that would lessen the problem of searching).

No need to be categorized.
CSS and JS is one unity.
It's optional if we want to add JS on our tweaks (CSS).
And if you want to make sure that those layouts use JS.
Just check the url of the file. If it .[b]txt [/b] or [b].js [/b] then it is a JS layout.
