Okay Let's Start:
[1]You May Get A Picture Like This One Or You Can Just Save It

[2]-Now Open New Layer & then create the following selection with the help of Elliptical Marquee Tool

[3]-Now fill the selection with font color "fa0e0e" & then go to Select>Modify>Contract & use the following settings

[4]-Now fill the selection with ‘f8fd76′ color & then go to Filter>Blur>Gaussian Blur & use the following settings

[6]5]-Now your image should look like as shown below

[6]-Now go to Window>Animation & then create the 2 Duplicate Frames with the help of 2 times click on following Button
which is indicating by Hand sign

[7]-Now select Frame2 & then create the following adjustment with the help of Move Tool

[8]-Now select Frame3 & then create the following adjustment with the help of Move Tool

[9]-Now Make the Tweens frame with the help of Click on following Button which is indicating by Hand sign

[10]-Now use the following settings in Tweens And Click OK

[11]-Now make the Duplicate Frames of Last Frame with the help of Click on following Button which is indicating by Hand Sign

[12]-Now select Last Frame & then select Layer1 & go to Blending Options with the help of Click on following Button which
is indicating by Hand sign

[13]-Now select Outer Glow & use the following settings

[14]-Now your image should look like as shown below

[15]-Now make the Duplicate Frames of Last Frame & then make the Duplicate Layer with the help of Ctrl+J & your Layer
Pallete should look like as shown below

[16]-Now increase the following Shape with the help of Ctrl+T & then press ENTER & after that hide this layer in all Frames
besides Last Frame

[17]-Now Play the Animation with the help of Click on following Button which is indicating by Hand sign

[18]-Now go to File>Save for Web & Device & save your image in GIF file
