I'm sure admin has some good reason why he limited the file size.
But like what feruzz said, try resizing your photo using a photo editor tool.
Or try lowering the quality a bit, it helps.
Some members can even add animated avatars w/ limited file size.

btw diba its much better if it has good quality??i have ruzzel's problem too...most of the nice and cool avatars are large in size

The avatar sizes are fixed because too big avatars can make the template of a page look like wide screen. like if you post long codes without a code box.

why did the admin combined the Comments and testimonials!?? it's more confusing 
it's better before na testimonial only.. You can put many characters that will exceed a 1000 characters.. right?!!

if you have a photoshop. but i dont know
if you can resize it in paint?
