create new layer by pressing this(circled in red), can be found on the bottom right:

or u also can create a new layer by pressing ctrl+shift+n, and when a box open, juz click OK.
and then go to FILE (can be found on the top left of the screen), when u click it, this will show up,

juz click PLACE, & this box will appear.
