Lets start here.
open the spoiler
[spoiler][b]1.Open an image. Click File>Open. Make sure it ISNT animated.

2.After you open an image,Click Effect>Insert Image Effect

3.Then,you will see something pop-up.Just change the one i circled in this screenshot:

4.After you choose your effect,Click ok (i chose pinch).And then,to view it,click View>Animation.

5.To save it,Press File>Save as.. So heres my preview:
