Yes, it is possible.. But having a mutual agreement with the girl is very important. A girl can kiss a guy even if they are not yet in a relationship due to the fact that the girl really "likes" the guy or she has this "special" feeling for him.
I've kissed girls that were not my GF and they allowed me to kiss them because they liked me or have this "special" feeling for me.
I think it is called "Mutual Understanding."
A "stolen kiss" could get you in trouble, and i mean trouble. DO NOT EVER DO THAT.

But is kissing exclusively for boyfriend and girlfriends only? Do you really need to make the girl your GF in order for you to kiss her? I don't think so. In the 1980's and going back further it works that way but now it's different, a girl can kiss a guy if she wants to or not.
This is like kissing your boy bestfriend in the cheek as a "thank you" for what he's done for you. Do you easily let a boy kiss you on the cheek? Not unless he's really cute and you have a huge crush on him, I bet you'll let him kiss you on the cheek.

but for me...
if a girl kiss a boy and she has bf...
she is crazy...and she don't love her bf..
coz if she do so she will not kiss other boy asides from her bf..

yes .. it depends on the guy if he wanted to kiss a girl .. just be careful for a girl that will slap you after you have done that ..

we have the same experience.
it was with my bestfriend.
we had what they call MU.
and i can't court her because of someone might get hurt.
@T: it's OK. if the girl is OK with it.

Yes, a boy can kiss a girl even if they're not together IF AND ONLY IF each other permits one another. Even if one or both of them has a relationship with another boy/girl, I don't think it's illegal.
I'm talking about casual kisses. I don't know if you will allow more than that but for me, of course, unless I'm extreme loyal with my bf why should I?
