the 2nd link when clicked, goes to the 1st code where you posted the 1st code..
confusing huh? I know
the 1st is not a link. it is where you will go.
the 2nd is a link that says something like click to go to the media box (for example, it is in the about me). then, if you click it, the window would focus on the description

Not just for name attribute, you can also direct it to an anchor tag with its id attribute.
For example:
Place this anywhere in your profile. <a id="goHere">LOL</a>
Then place this anywhere. Once clicked, it will direct the viewer to the first code. <a href="#goHere">Go to LOL</a>
You can learn more about anchor tag in any HTML Tutorial sites such as http://www.w3schools.com

This is an anchor tag with one attribute, name.
The name attribute has a value of goHere.
So what I mean in my previous post was you can either use name attribute or id attribute. It's the same.
