There are many ways to get the run command up but you only need to know 2 of them which are:
First is the fast way which is to press the windows key + r!
The second is to place the run command box in start menu like it used to be on xp you do this by doing the following:
Right click on start button and choose properties.

Click on the Start Menu tab then the customize button.

Scroll down the list until you see Run command and put a check mark in it and click ok.

use the search, its still the same or if it will search , put its filetype like cmd.exe

You Can Aslo Search it in the start menu like this one...........
