teach you how to cartoon an image
special thanks to my friend.!
1. Open a picture using adobe here is my picture..

2. Click Filter> Artistic> Poster edges. [all to its highest]
3. On the same layer Filter> Artistic> Cut out [do the format 8 ; 4 ; 3]
4. You can change its brightness and contrast.

It would be better if you posted the actual screenshots of the steps. Like where to go and blah.
Do you get what I mean? Lol.
Well, that's a pretty fine picture of Bella. ;D
Just try to edit/or find some screenshots for this tutorial. Trust me, it would be easier and better. (:
