I doubt your ISP has the problem...
I'm also experiencing this w/ my globe broadband.... w/ my old ISP (smartbro) never have encountered this problem not until I switch to globe. I'm suspecting one of globe's server has some recent problem and can't connect well to some addresses.
try requesting a new IP by repairing your internet connection in network connection or by resetting your modem. this is just to make sure you will be connected to a different server. though this will only temporarily fix the problem, later on your dslmodem will renew your IP and there's a chance you will be connected again to the server w/ problem. not so sure if I'm right but this is how i fix mine..
you can also use some proxy server(such as
www.kproxy.com) if ever above method won't work. I don't really like recommending proxy server since it will only give you delay time. but this thing is very handy when connecting to a restricted regional addresses..
