I Think, you also need an adobe imageready for this.
and oh, avoid triple posting.

No. You don't need any other programs with Adobe Photoshop CS3.
1. Open your Adobe Photoshop CS3
2. Open any images
3. Click the [b]Window[/b] menu, then click [b]Animation[/b].
4. Animate using frames, layers, etc.
5. If you are finish, you can test or save your work by clicking [b]File[/b] menu, then click [b]Save for Web & Devices[/b] (Shortcut: Alt+Shft+Ctrl+S or Alt+F+D).
6. Then either test or save it by clicking [b]Save[/b] button, then type the filename you want for your GIF animated image, and then click [b]Save[/b] button for the last time.
Note:
Animated images only use 256 colours. This means that if you make a high quality image animated, it may lose some of its colours and be a low quality image.

I posted this before but I think it would help conserve the color of the image.
Select these settings on save optimized as/save of web.
