& Elee is right, if chatbox are abused, don't u think they could ignore the policy "post in English language only"? besides they've got the general rules to follow, which they should have read before they registered.
i am not sure if forum rules are applicable to chat box...
Another thing, should chatbox also be limited in usage by newbies? cause apparently some are being abusive; or maybe just filter those words, if possible.
I agree on this:

off-limits to newbies

filtering of some words
i rather suggest to assign some moderators to moderate the chatbox rather than blocking newbies and filter bad words. apparently all newbies are affected on this problem.
posts in chat box are not permanent, unlike the posts on forum boards. even there are assigned MODs, they cannot monitor the messages.
in that case, I agree with Dondon -> a report button would be fine.
and Mabel -> report messages should be supported by a screen shot.
what a condition. better to remove the chatbox feature to lessen chaos.
chat box was once removed, and was requested back. Now that it's back, you want it to be removed again?
We have to be grateful to Admin for giving us back the chat box. And now that we can see some of the "flaws", then, it's time for us to discuss the improvements that need to be done. (in fact, it was mentioned previously that suggestions to improve the chatbox are welcome). Removing the chat box is not a solution.
