After this tutorial we would have the outcome like this.

We'll be using this image

First go to [b]Layer[/b] > [b]New Adjustment Layer[/b] > [b]Selective Color[/b].

After which, go to [b]Layer[/b] > [b]New Adjustment Layer [/b]> [b]Hue/Saturation[/b]
and set yer settings to mine.

Duplicate the First Layer (Ctrl-J) then drag it to the top.
Your Layer Palette should like this,

Using the same layer (Layer 1 Copy), go to [b]Filter[/b] > [b]Sharpen[/b] > [b]Sharpen[/b].
Set the layer to [i]lighten[/i].

Duplicate (Ctrl-J) the First Layer once more and drag it to the top again.
With the Layer 1 Copy 2 selected, go to [b]Filter[/b] >[b] Blur[/b] > [b]Radial Blur[/b]
and apply the same settings as mine.

Now, using the eraser tool (E) we should eliminate the radial blur
on the Song Hye Kyo's face. Use a default circle brush and
set it's opacity to 75% and its flow to 100%.
Its diameter should be 100 px with the hardness of 0%.
We should have an outcome like this.

After that, go to [b]Layer[/b] > [b]New Adjustment Layer[/b] > [b]Levels[/b]
and follow this setting.

Next, go to [b]Layer [/b]> [b]New Adjustment Layer[/b] > [b]Color Balance[/b]
then apply this setting.
