I believe a Taiwanese businessman owns the hospital.
And he said that his wife, kids and mother liked Hello Kitty so much that's why he had a hospital built. He also like Hello Kitty in the sense that the character gives comfort to girls and women.
He thinks that mothers who will be confined in his hospital will have a great time and will be comfortable since Hello Kitty is the theme of the hospital. Heehee.
