If you think about it, it does work that way yeah..
Cos the moderators from the reported section are the ones who can only fix posts there.
So it's them who can only ZAP that report after fixing the problem.
Unless you are Admin... and you can edit, delete, modify posts in whatever section.
Then he can ZAP reports in whatever section he has fixed.
