^ about those locked topics in suggestion section, the reason why these locked topics were not moved to the bin, it's to show that there's already a topic being suggested and was taken action/rejected. ofcourse spam topics are automatically moved to the bin. that's the way how it goes in this section., since there is a significance in every suggested topic, which is locked because it has been noticed, or taken action.
