y not? it's not about the age it's about their children's capability of handling a relationship.. parents can allow them but they don't have to. i mean, if they really don't want their children to have relationships, then it's up to them. but for it'll be good if they will allow us 'cause it's a part of our "teenage life" if they really are concern, they will allow us for us to learn and evolve in this world by our own way.. well, if we fail, then it's the time for them to help us and teach us what's right or wrong. but as long as nothing bad's happening, then it's good. and instead of being sooo strict about this, it's better that they are "in" on this stuff and guiding us at the same time..
