If you're zapping a report, that means you're taking the responsibility for the reported issue/problem. You should zap a report only if: 1. You're pretty sure you can handle the problem (because you're the moderator on that reported section), 2. The reported problem has been solved. It's not a good idea to zap a report and then do nothing about it, because there's no way all other moderators and administrator would know whether the zapped report was already resolved or not.
