you can use notepad... but its harder... because errors in the coding are not shown...

alternative for image editor and html editor :
use Gimp for image editor -- 100% free.
use NotePad++ for html(not sure html only) editor -- free too.
if your need inspect your html markup from an error go to :
http://validator.w3.org/
they have html tidy for clean your error html markup
and for css validator go to :
http://jigsaw.w3.org/css-validator/
use Validate by URI or by file upload if you have long css code.
