Yup, you got the point Aries, if it's too easy there will be too many 'Promoter', so it is not an exclusive member group anymore. I hope you understand cip6192. :) The requirement has been updated with Referral Post Count as a new parameter. At least 20 Referral Count and 1000 Referral Post Count are needed. Which means that the members that registered from your Referral URL need to be active in forum (have certain amount of post) in order for you to become a Promoter. It won't give any effect if you have > 20 referrals but they do not make any post. No pain no gain. :D
