I think it is a common rules in many forum that posting with [b]solely purpose[/b] of other site/forum promotion is not allowed, doesn't matter what kind of site/forum it is. Those kind of post will be considered as spam. However, other ways like placing it on the signature is acceptable.
And like previously said by Aries, it also depends on the situation and whether the site is related to the discussion or not. It should be easy to differentiate between informational post and spam post.
