I'm not sure about those 4. Nonette, Gino, Monica, and Bismarck.
Looks like they only watch the proclamation via TV on somewhere. And Lelouch's double geass hasn't gained the ability to geass through TV streaming. Haha. But yeah. Their eyes aren't geassed yet- no?
