With regards to achieving goals, of course Lelouch is highly glorified! Sasuke's initial goal of killing his brother was all put to waste when he learned of Itachi's true intentions whereas Lelouch goal remained consistent all throughout the end!
Although in eye power, Sasuke wins, it is still not really the case since Lelouch has higher mental control over his.

When you choose something, don't judge them just because of popularity.
I vote no one. Why? Because they are not worth voting. They're too opposite. If you make a poll, be sure that the two you are comparing have at least one similarity. The best poll I have seen so far in this forum is Lelouch Vs. Light Yagami.
