I think the point is your friends must have 100+ posts exact or less than two weeks to claim his/her repu but if that limit exceed the limitation for two weeks not reached more than 100+ posts, it will not guaranteed to give him/her a repu.!
As I read your quote above your friend is already registered last year pa.
