As another "english only" chatter I agree with you 100%, anytime I have used the chat box I posted in english and believe it or not 99% of the time I get a reply in english. Limiting the use of the chat box to english only I believe could/would have an negative impact on the forum, some members would simply find other forums.

have u tried posting now? , i mean, ive been in the chatbox like everyday and ive personally encountered other members from other countries in the cbox..theyve posted in english and we replied..they even asked us what are we talkin bout and believe me, we replied! 
, well anyway, ive seen a lil bit of improvement in the way other member socialize with other member..ive seen many filipinos who are now best buds with malaysian and indonesian members. I for instance have known members from other countries and sometimes other chatters there, they teach each other how to speak each other's languages..we've even encountered moderators from other countries chatting there!!
and i got to agree with you when u said that this will have a negative effect on some members here, though i guess the number of filipino chatters have been reduced..but still there are chatters who cant speak english that fluent..

i beg to disagree on the idea of using english as the only language there.,
coz for me.,it serves as the place for others to hang-out.,
