i think i know why sasuke didnt got EMS
bec he dont have a mangekyo sharinggan when itachi implanted him his eyes
and when madara got his lil bro's eye both of them have the , mangekyo sharringgan
thats why maybe itachi wanted sasuke to have the mangekyo so he cud have EMS like madara have
just my own opinion ...
