i think oxygen has 7.. and chlorine has 5.. therefore, connect each oxygen to the chlorine..

to make it stable..

I don't think so.
It should be 6 electrons.
and chlorine has 7 electrons.
so, oxygen should give 1 elctron to the cholrine to make it stable.
