Anyway, Andha, Anne, and me are discussing about those Promoters, who promote themselves. They registered with same referral and same IP. And we realized that there's a lot of members became Promoters with this unfair method. And the majorities of their "children" accounts were used to spamming on forum. Any other opinion ? What shall we do to this kind of member?

Iap. We were having a hard time in making decision, what should we do. Altho', we have done a ban action to the member, but that was not enough. It's only a short-term prevention. So, do you guys have any ideas ?
The only idea that came out from my mind that time was, we shouldn't make the registration method as easy as it now. They should verify their email before they could login to ftalk. Regarding issue about promoters and referrals, I made a little change in the member' referrals list (the link is in Member User CP > Essentials > Referrals box next to [i]Referral Count[/i]). Moderator now can delete the referrals so in case of unfair promoter, its possible to revert back the rank back to normal.
