There could be several reasons why you cannot set your home page.
It's a bit tedious work though, see this url:

One other thing you can do is use a different web browser application.
Firefox is a very good alternative, Opera ok too.

http://getfirefox.com
http://opera.com
I wouldnt encourage you to use your IE for buying stuffs over the net , since there could be some malware
that will steal some of your privy information.
