I agree with eehjhay, it's the safest way to attain pleasure.. safe from diseases, pregnancy, etc... Hmm it's kinda weird for people to do it especially when they have partners themselves, I mean is it good to see or if you caught your partner doing it? Off course not.. It makes you think that you don't satisfy your partner the way he/she wanted. For boys it's normal. but for women, nah.. i don't think so.. if she does, that's what they call now "nymphomania" it means oversecretion of female sex hormones.. if you also wanna ask what if men suffered from that too it's called, "satyriasis"..
